Democrat and African American Bill Perkins on a Mission to Destroy Charter Schools in New York City


I have written unceasingly of the Democrat party’s need to ensure that a major part of their base, Blacks folks stay in line and continue to support the party despite the fact that they were the original enslavers of Blacks.

If you look at inner-city schools across the country, they are dominated by Democrat administration and these schools have been failing for years.

This is by design to keep Blacks functionally educated just enough to get a decent job, but not beyond a certain level of achievement because the Democrat Party wants to keep the people dependent enough to keep the votes rolling on.

One of the basic ways this cycle of dependency can be broken is through top flight education of children that are the next generation.

Charter schools offer the better education Black and Latino children need. Kids do better in charter schools and they consistently outperform traditional failing schools.

However, charter schools are hated by the Democrat party because they are non-union, but more importantly, they threaten the very foundation of their existence.

Here in New York City, a Democrat Sen Bill Perkins is fighting against the interests of his own people in Harlem to keep his Union masters happy.

The enslavement of Blacks minds continues by the same people who started it in the first place.

Harlem state Sen. Bill Perkins is an attack dog against charter schools because he's the teachers union's poodle, charter-school advocates charge.

"Perkins is definitely siding with the teachers union over the parents and children . . . It's a sorry state of affairs," said Karl Willingham, whose son, Micah, 8, attends the Harlem Success Academy II charter school.

"You would think an elected official would embrace any improvement or headway that makes the educational situation better.

"Perkins is going in the opposite direction."

The Democratic lawmaker will chair a hearing on Thursday to grill charter-school operators. Mike Mulgrew, president of the United Federation of Teachers, and charter advocates will testify.

Even though charters in his Harlem district have greatly outperformed students in nearby traditional schools, Perkins has proposed legislation that would cripple the charter-school movement.

Charter advocates describe him as the most anti-charter lawmaker in the state Legislature.

Along with other powerful state lawmakers, Perkins has benefited from the teachers union's largesse.

Critics say the union's influence has blocked the effort to lift the legislative cap on the number of charters, which are privately run and publicly funded.

Since running for Senate in 2006, the political arm of the New York State United Teachers -- the UFT's statewide affiliate -- has pumped $10,750 into Perkins' campaign coffers.

The Perkins bill, if approved, would:

* Bypass the mayor and the chancellor and give community school boards the power to reject new charter schools.

* Require a referendum or voter approval on charter schools when their student population makes up more than 5 percent of the school district's. Charters now account for about 20 percent of the student population in central Harlem's District 5.

* Restrict space-sharing of charter schools in buildings with traditional public schools.

* Ban for-profit companies from managing charters and cap salaries of nonprofit charter-company employees.

* Mandate union membership for all charter employees.

"Bill Perkins is hard at work against charter schools and the organizations that support them. Don't think for a minute he's doing this alone," said Peter Murphy, policy director for the New York State Charter School Association.

"His pursuit has the full backing of the United Federation of Teachers, which has it out for charter schools and demagogues them as 'charter corporate.'

"This," Murphy added, "is not a coincidence."

Perkins declined comment.
